News overhaul

It's a small outward change. but news has been revamped in preparation for future use. now it is modifiable, and clean on the inside.

News is essentially a blog, a blog is single section forum,and Ticket systems are glorified forums with a few added bells and whistles.

all roads here lead to a proper forum.

so. there are still some **extremely** annoying display bugs to figure out.

but on the whole, its mostly working.

I had to do house cleaning on the old code base to get it working. I'll try to do some more so that I can stick in mail next.

Pardon the color scheme, I'll get to that next after its all behaving nicely!
