all 3 places received updates.

---The header file for alacrity has been cleaned up for insertion of test features, but its possible some things get missed.

--news changes:
- has been spot fixed, to be portable to the new server.
- all news files are now template driven, so that we can update the design in the future.
- 90% of the size of these files were reduced , and speed was greatly optimized (the code here was shockingly bad)

News overhaul

It's a small outward change. but news has been revamped in preparation for future use. now it is modifiable, and clean on the inside.

News is essentially a blog, a blog is single section forum,and Ticket systems are glorified forums with a few added bells and whistles.

all roads here lead to a proper forum.

After I finish up the overhaul, I'll come back and merge all of it. till then, forums will stay as much as is, as is possible. Posted by Sin Vraal (#18687) on Oct 05, 2022

so. there are still some **extremely** annoying display bugs to figure out.

but on the whole, its mostly working.

I had to do house cleaning on the old code base to get it working. I'll try to do some more so that I can stick in mail next.

Pardon the color scheme, I'll get to that next after its all behaving nicely!
